Test InstrumentsWhy Part P? It’s law...

Part P of (electrical Safety) of the Building Regulations came into effect on 1st January 2005; it is a legal requirement to comply. This legislation further increased the regulations of the electrical contracting industry, as all domestic and residential electrical installation work needs to demonstrate adherence to BS7671:2001 Chapter 12 and the IEE 16th Edition wiring regulations.

All work now requires notification to the building control body before installation commences. This can make it more difficult to schedule work and it may increase your paper work. Potentially it can make business even more difficult in terms of delays and inspection costs.

The answer – self-certification

Exceptions to the regulations are allowed when a competent person undertakes the proposed installation work. A competent person is either a firm or person registered with one of the four electrical self-certification schemes authorised by the Secretary of State.

Many electrical contractors have taken this path. If you haven’t registered yet, study each scheme to understand which best fits your business, the type of work you do and the scheme costs. All the schemes require you to have a set of calibrated test instruments.

The testers you’ll need

You must have a set of test instruments that can test insulation and continuity, earth loop impedance and residual current devices (RCDs) to comply with Part P of the Building Regulations.

Because Newlec 16th Edition testers satisfy the needs of BS7671:2001 and the IEE 16th Edition wiring regulations, Part P has no effect on their function: they comply with the 16th Edition and they comply with Part P. Newlec 16th Edition test instruments also comply with the appropriate safety and function standards, EN61557 and IEC61010 for your own protection.
